In the mid-1990s, the Navy consolidated the three recruit training facilities - located in San Diego, Orlando and Great Lakes - into Recruit Training Command Great Lakes. Concentrating on one base has allowed the Navy to improve the way it prepares 21st-century Sea Warriors. In 1998, the Navy embarked on a decade-long recapitalization at Recruit Training Command. This $754 million project features 13 new state-of-the-art barracks (commonly referred to as "ships"). Each barracks has 120,000 square feet of space - enough to accommodate 12 recruit divisions of up to 88 recruits each. Each facility integrates berthing, classrooms, learning resource centers, a galley and a quarterdeck, all under one roof. In 2002, the Freedom Hall indoor physical training facility opened with indoor tracks and is large enough to accommodate up to 20 divisions. The recap project also includes three new drill halls. The ceremonial drill hall was specifically designed for ceremonies and recruit graduation.
