Julie O'Neal, Commander, USN
Executive Officer
Commander O'Neal was born in Independence, Missouri. She graduated from Graceland University, Lamoni, Iowa, with a Bachelor of Arts Degree in International Studies (1989) and was commissioned from Officer Candidate School in Newport, Rhode Island in April 1990.
Commander O'Neal's first assignment was with Commander, Fleet Air, Keflavik, Iceland, where she served as the Assistant Administrative Officer and an Anti-Submarine Warfare Operations Center Watch Officer. Subsequent assignments include: Intelligence Watch Officer and Russian/Pacific Littoral Analyst, Fleet Ocean Surveillance Information Facility Western Pacific (FOSIFWESTPAC), Kamiseya, Japan; Arms Control Officer, U.S. European Command; Officer in Charge, Personnel Support Detachment, Whidbey Island; Executive Officer, Office of Naval Intelligence; and Military Compensation Programs Manager, Chief of Naval Operations (N130). Prior to reporting as Executive Officer, Officer Training Command in February 2009, she served at U.S. Central Command, as J1 Branch Chief, overseeing Personnel Policies and Programs in the CENTCOM Area of Responsibility.
Commander O'Neal earned a Master of Arts Degree in National Security Affairs from Naval Postgraduate School (1995). She is authorized to wear the Defense Meritorious Service Medal (two awards), Meritorious Service Medal (two awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, and several unit and service awards. She is designated sub-specialist in Manpower Systems Analyst Management, Intelligence, and National Security Studies-Western Hemisphere. |
