What to expect when I get there.
- Check-in – Report in accordance with your orders, on Saturday or Sunday before 2200 to the King Hall Quarterdeck. You do not have to be in uniform when reporting. Make it clear to the watch stander you are reporting for LDO/CWO School. The OOD on the Quarterdeck will have a room assignment for you in King Hall. Ensure that the watch stander or CDO signs your orders with a date/time and signature with printed name and rank.
On Monday morning at 0600 stand by your room, dressed in service Khakis, ready to be addressed by your Class Officer and go to chow as a class.
- If you report before the Saturday prior to class start (typical “No earlier than” date), there may not be a room for you at King Hall. If told there is no room, ask to speak directly to the CDO and request a temporary room in the Student Overflow Wing. In the event there is no room in the overflow wing and no open bunks in the current Mustang Class berthing, you may report to Combined Bachelor Housing center at Building 1312 (401-841-7900) for assistance. If you cannot bunk in King Hall, and you report before the “No Earlier Than Date” on your orders, you will not be reimbursed for the cost of the BOQ or other commercial quarters until you can move into King Hall.

- Living quarters – You will be assigned two personnel to a room, with each room having a locker (4’x2’x6’), small desk, and a bed with linen and blankets provided for each room occupant. Not much else is authorized or provided in the room. Each deck has a community head (contracted cleaning). You may bring a robe to wear to/from the head. There is a lounge on each deck with a TV, large refrigerator, and a 12-cup coffee pot. Food is not allowed in the bunk rooms and alcoholic beverages and non-alcoholic beers are not allowed in the building at any time. There are laundry rooms to wash and dry clothes with front loading washers and dryers – buy the right kind of detergent! You may bring a laptop, but there is no NMCI hook up and no wireless in the rooms. You may bring a cell phone. Note on family members: Students are required to be in King Hall except when liberty is authorized; family members are not allowed in King Hall, and you will not receive BAH for Newport if they come with you.
- Galley – Good food, located in Ney Hall, next to King Hall, available three meals per day, seven days per week. The class will eat together for all meals from Monday breakfast through Friday lunch. For these meals, you will be in uniform and march as a class to and from the Galley. You will be paying for your meals in bulk (not optional); the bulk meals weekly cost is approximately $52.00 per person (will need cash for student treasurer). Ensure that you request advanced per diem to cover meal expense or you will be out until you resolve your travel claim at your next command. On liberty, students must still be in uniform to eat at the Galley, but you don’t need to march there as a class.

- Base/Local amenities – Naval Station Newport has an Officers’ Club, commissary, exchange (medium size), barber shop, bowling alley, recreation center (with wireless access), internet café, Package store, uniform shop (very well stocked, but not all CWO designators), and an NFCU/Bank and ATM X2. There is an MWR pool and gym facilities with state-of-the-art cardio equipment, weights, basketball, racquetball, sauna, and more, that is open to students on liberty. There is a Wal-Mart just outside the base and plenty of restaurants and shops.
- Liberty – There will be opportunity for liberty while you’re at OTC. The liberty uniform when off-base liberty is authorized is appropriate civilian attire and there is a sign-out log with a buddy system in place.
- Alcohol – Students are not allowed to have alcoholic beverages in the barracks. Policies regarding consumption of alcohol while on liberty will be explained upon arrival.
- Smoking and tobacco use – Tobacco use is not authorized by students anywhere in “Officer Training Country”. The exact boundaries will be explained on your first day.
- Items you will need to buy here for class – There are certain items that, for the sake of uniformity (so the whole class will look uniform when marching, etc.) you will need to purchase after you report here. These include:
- Any of the required items (above) that you didn’t bring
- Generic water bottle $6.50 – everyone will have the same
- ID holder – $8.50 everyone will have the same
- LDO/CWO PT t-shirts - $12.00
- Physical Training & PFA – Be prepared to PT as a class every day while at OTC. Additionally, the Naval Station has excellent facilities for you to enjoy during your liberty while you’re here. You should be able to run up to 3-4 miles, unless medically exempted. You will participate in a PFA (BCA & PRT) in both the first and last week of your course. - IAW OPNAVINST 6110.1H, encl (8) 6.b. OTCN requires you to be within BCA standards to graduate. Although not recorded as a Command PFA in PRIMS, results of a failed arrival BCA will be forwarded to your commissioning command, PERS, and your gaining command. Your transfer date from OTCN may be delayed if you are over BCA limits.
- You will have to complete a third-class swim qualification while at OTCN per MILPERSMAN 1414-010. You can be held up to three weeks after graduation to complete this qualification.
- Internet access and E-mail – You will have limited internet access using available student computer facilities. You will not be able to access NMCI email, but you will be given a student email account to use while you’re here for official email. Currently, NMCI has prohibited use of thumb drives in NMCI computers. Additionally, the computers and WIFI at the internet café on base will allow access to Yahoo, Hotmail, etc., that are not accessible from DOD computers.
- Duty – You will be standing duty here, as either the Duty Section leader or as a duty section member on the student watch bill.
- Collateral Duties – There are collateral duties your class will hold; a sign-up sheet will be posted prior to your first day of class to solicit volunteers. Think about how to best share your expertise…
- Class Division Officer – Liaison with instructors
- Wardroom Mess Treasurer – Collect and handle money for meals
- Athletic Coordinator(s) – Lead PT sessions, warm-up, cool-down, etc.
- Admin Officer – Liaison with PSD and Admin
- Academic Coordinator – Liaison with instructors regarding homework, etc.
- Social activities Coordinator – Class Grad Social / T-Shirts / Plaque / Etc.
- Linen Custodian – Holds key to linen room
- Postal Orderly – Gets the mail if there is any
- Master At Arms – Supplies if any are needed
- Remedial Swim assistant – Helps those that can’t swim
- ADP –Helps ADP local with computers on your deck
- Marching – Yes, you will be marching from Point A to B as a class
